Man-made backyard fences can go as high as 6 feet while fences on a front yard is restricted to 4 feet only. Botanical fences, such as shrubs and trees are permitted to reach as high as 5-8 feet. Exemptions do apply, but will require permission from neighbors and locality.
Localities don't engage in patrolling areas to check on violating fences. It is up to you to educate your neighbor about the rules and to report violations, but in no way should a fence be reported for violations due to it's unattractiveness.
Repairs done to fences between lands must be agreed upon by both parties and expenses must be shared between the two to avoid any lawsuits.
